The Council of Institute of Company Secretaries of India (ICSI) has introduced a new syllabus for CS Foundation Programme, which will be effective from April 1, 2017, and the examination under this new syllabus will be held from June 2018 session of CS (Company Secretaryship Course) examinations.
Foundation Programme is a part of the 3-stage professional examination of Company Secretaryship Course (i.e. Foundation/Executive/Professional Programmes). The admission is open throughout the year. The admission to the Foundation Programme will be valid for a period of three years from the month in which the application complete in all respects, is accepted by the Institute for admission, in accordance with the Company Secretaries Regulations, 1982.
The Foundation Programme is the entry level to the CS Course and gateway to the profession of Company Secretaries. The CS Syllabus Review Committee based on the feedback received from various stakeholders has completed the formulation of detailed contents of the Foundation Programme.
The salient features and requirements of the new syllabus for CS Foundation Programme is summarized below :-

Effective date for New Syllabus
(i) The new syllabus for CS Foundation Programme will be effective from April 01, 2017.
(ii) There are four subjects under the new syllabus viz.
PAPER 1: BUSINESS ENVIRONMENT AND LAW
PAPER 2: BUSINESS MANAGEMENT, ETHICS & ENTREPRENEURSHIP
PAPER 3: BUSINESS ECONOMICS
PAPER 4: FUNDAMENTALS OF ACCOUNTING AND AUDITING

First Examination Under CS New Syllabus
The first examination under this new syllabus will be held from CS examinations June 2018 session.

Switchover to New Syllabus
From June 2018 session onwards, all candidates registered under CS Syllabus (2012) and enrolled for the CS Foundation Programme examination shall be examined under CS New Syllabus (2017). With effect from June 2018 examinations, Candidates shall be compulsorily switched over from old Syllabus (2012) to new Syllabus (2017) for CS Foundation Programme Examination.
The automatic switchover of all such Old Syllabus students has been affected in the system and details of exemptions available to such students are furnished hereunder: –

Salient Features of New Syllabus for CS Foundation Programme
- The mode of examination will be Computer based MCQs.
- The New Syllabus (2017) for the Foundation Programme shall be applicable for the students who register in Foundation Programme on or after April 01, 2017.
- The students registered under old Syllabus (2012) and compulsorily switched over to new Syllabus (2017) would be provided with Study Material free of cost for Foundation Programme under new Syllabus (2017) in their respective subjects.
- The first examination under New Syllabus for CS Foundation Programme shall be conducted in June 2018.

Qualifying Marks for CS Foundation Programme
A candidate shall be declared to have passed in the CS Foundation Programme Examination if he obtains a minimum of 40% marks in each paper and 50% marks in the aggregate of all papers at one sitting. There will be no negative marking for wrong answers.
Provided that a candidate who has appeared in all the papers for which he was enrolled and has obtained 60% marks or above in any subject, but failed shall be declared to have passed in the subsequent examination if he obtains a minimum of 40% marks in each remaining subject and 50% marks in the aggregate of the remaining subjects at one sitting within the next three following examinations.
Qualification Based Exemption Scheme
All graduates or post-graduates (excluding fine arts) and those passed in the Foundation Examination of The Institute of Cost Accountants of India (ICAI-CMA) or CPT (Foundation) Examination of The Institute of Chartered Accountants of India (ICAI) or of any other accountancy institution in India or abroad recognized as equivalent thereto by the ICSI Council shall be exempted from passing the CS Foundation Programme Examination. Such students may directly seek registration to Executive Programme of Company Secretaryship Course.
